Do you get the same amount of experiance from capping elites at level 16 as you would at 20?

No you won't. You earn 250xp for each level you have gained.

Thus @ lvl 16 you would gain 4,000 xp.

Yeah, kamatsu is correct. This is to prevent people from getting too much EXP easily by rushing to places and then capping skills.
